What shipped
A self-contained Python 3.11+ command-line MVP now turns five canonical supplied inputs and a closed local evidence directory into six deterministic closeout artifacts. It validates exact schemas and references, preserves reported and supported status separately, calculates effective deadlines, qualifies explicitly linked evidence, emits exactly six fixed exception rules, overlays local analyst decisions, and renders a source-linked weekly brief plus hash-bound manifest.
Two visibly fictional fixtures prove the workflow. The base has exactly 12 directives, covers all seven supported statuses, and emits every v1 rule. Its hero reports complete but remains claimed_complete, producing both missing-evidence findings. The paired fixture adds only one signed fictional report, one manifest entry, and one linked complete status row; exactly the hero becomes supported_complete and those two findings disappear.
Architecture
- Standard library only, with strict CSV/JSON readers and no runtime parent dependency.
- A staged pipeline: validate → exact-ID reconcile → derive state → apply closed rules → overlay decisions → render → cross-check → atomic replace.
- Content-derived SHA-256 IDs for findings and decisions.
- Canonical semantic hashes for structured inputs, allowing equivalent row shuffles to remain byte-identical; exact-byte hashes for evidence and outputs.
- A temporary sibling candidate output directory and independent validation regeneration, preserving the last valid outputs on invalid generation.
- The exact CivicBrief Radar parent path is retained as lineage only. Only its copied alert record shape and local deterministic output conventions informed this build; no parent module is imported, executed, or required.
Trimmed scope
There is no UI, hosted service, API, database, authentication, billing, telemetry, model provider, browser automation, connector, scheduler, monitoring, outreach, or publication. There is no OCR/PDF extraction, fuzzy matching, policy scoring, source authentication, legal deadline engine, or legal/compliance analysis. V1 accepts exact analyst-supplied IDs for one public body and implements only the six named rules.
Limitations
Results cover supplied files only. An absence is bounded to the explicitly named supplied search set. SHA-256 proves supplied-byte identity, not authenticity, authorship, publication, or authority. supported_complete is a deterministic supplied-bundle characterization, not certification. Analyst decisions are local review state and cannot change reported or supported status. The optional CivicBrief record is agenda-layer corroboration only.

The suite checks both fixtures, exact contracts, all state/rule coverage, evidence safety and hashing, adapter boundaries, decision replacement history, semantic row-order determinism, atomic failure preservation, source/evidence/output drift, tampering, the hero transition, six-file consistency, and independent byte comparison.
Suggested next steps
Stop engineering until either one paid **$750 USD paid-upfront** review is delivered or one qualified buyer supplies a real sanitized directive sample. Then use the observed data-fit bottleneck to choose the smallest next change. Only after a successful paid delivery should a human-reviewed recurring update be tested; do not prebuild monitoring or live adapters.
